This game does not seem to use the Xbox HDR system calibration settings. 
Try to find data about the peak brightness of your TV on the site RTINGS.COM (value HDR peak brightness 10%). Before adjusting, make sure you have set the TV settings correctly.

The game has an HDR Max Brightness slider that adjusts the peak brightness. But the numeric values of the slider and the brightness of the test pattern do not correspond to the actual peak brightness of the game. The actual brightness of the game is equal to twice the value of the slider, i.e. 400 is 800 nits, 1000 is 2000 nits and etc. See the table below for understanding:

Set the value according to the peak brightness of your TV.

If your TV always does tone mapping and this can't be turned off, then set the HDR Max Brightness slider to several thousand nits.alert-info
