The peak brightness in the game seems to be fixed and not adjustable. This game does not seem to use the PS4/PS5 HDR system calibration settings.
The peak brightness of frequent light sources can reach 1500-2600 nits. If the image of such objects seems too bright to you and you lose details in bright areas, then use the DTM mode of your TV.

The game also has a Brightness slider in the display settings. This option is similar to Paper White, ie. controls the exposure of the image. Changing the value does not have much effect on peak brightness. 
Adjust the slider to your liking if the areas of highlights and shadows seem too dark or light to you. To understand what this option changes, see the image below:

The Brightness slider setting also affects the brightness of the user interface, so keep that in mind when adjusting.Recommended value is 50%.
